Could there be special rehabilitation centers for outcasts to go?

Look the podd one is always out.They have this rule everywhere.Its even in the animal kingdom.Outcasts who go to school get outcasted and this provokes them to rage and they end up attacking or threating their tormentors and get expelled for it.Which is terrible.With these special places for them to go they could learn in peace and get a college degree.Think about it.No more school violence No more emotional abuse.
