Assistance with sad scene in novel?

In the book, the main character walks into a war between a rival gang out for revenge and a police station trying to keep the peace. In the part that i am working on, her husband gets shot and she doesn't find him until she goes looking for their main suspect who has ties to this gang. I want the reader(you) to not be brought to tears just emotionally shaken by what the main character is going through, I want it to really feel like she is the one and only person on the planet trying to save the life of her husband on an abandoned dock. Anyone have any tips/ideas?
